my trust rating of the DMV is a negative number.

the smog check is a scam the guy I go to is a Iranian immigrant who can barely speak English.

because I drive my car infrequently whenever I needed a smog check, actually had to go out and drive it for at least half an hour or so on the freeway at a constant 55 + mph before it would “pass” (extremely difficult in LA with traffic so I would go late at night.)

during the fakedemic I drove even less and needed to call AAA to jump the battery numerous times and the guy finally recommended a trickle charger which works with the scammy smog check too, passes the first time.

I always wondered about the non operational status, sounds like a nightmare.

"Non-Operational" in this context does not mean the vehicle is broken and unable to perform. Most middle class classics are not used throughout winter and during the time they are sitting in the garage waiting for spring to arrive - they are non-operational. Legalese can be as confusing as it is meant to be. But there are regulations for everything at the DMV. And forget the online shit. It is a gaslighting operation to frustrate the public.

My truck is not registered. I bought it, never went to the DMV. I had two run-ins with the costumed bullies, and both times returned the papers They left in My vehicle to the court, by registered mail...

The second time, it was clear They knew who I was. They were approaching Me, and I was just driving along at the "limit" so I know there was nothing that made Them whip a U-y and come in with lights flashing behind Me.

I sent this letter to the court along with the property of Theirs (the papers):

Yes it's all muck fuckery! In the "state" of WI apparently you cannot force someone to get medical care. My MIL is a paranoid schizophrenic, who is blind due to cataracts'. She has fallen down and gotten hurt, went outside and got lost, but we can't force her to go to a doctor. But we can be charged if anyone would report that she is being "neglected". So you have to get a lawyer to go through a process of claiming her to be mentally ill and to become a guardian. If family doesn't do this she can be declared a risk to her own self by the state and put into care, at which time the "state" takes over her monies and home to pay for said care. So pay the lawyer for getting rights to take care of your mother,,,, then come to find out you have to go back to court each time for the mental health because of the medications needed to control said diagnosis.

So pay, pay, pay,,,,, either way they get her money... Now I do understand there are people who take advantage of seniors and some precautions need to be taken. But when all the children of a parent are in agreement that said parent needs medical care, they shouldn't have to go through this process...... But of course the "state" makes the process as difficult and costly as possible so to retain control and acquire as much monies as possible.

But here is the deal,,, I told my husband, after her fall (two black eyes, bruised legs and back, and contusion on back of head) they should have just loaded her into the car and taken her to the ER against her will and everything would have been diagnosed in that trip. But when you are brainwashed by the state to believe to follow the 'states' rules,,, you end up giving your money to the state one way or another.... not to mention the length of time this has taken and both mental and physical health has deteriorated since this whole process takes months to accomplish.

I moved there in 86 and brought two cars with me, they were both less than 10 years old and I can confirm my distrust for their failed and expensive system. It hurts people who are poor the most and that is by design. I left there in 89 because we wanted a place of our own and knew we could never afford it there. I miss surfing and the weather but not much else. I am glad we got out and have land and a nice little farmstead.

We have similar bureaucratic fuckery here in Washington state. The pains I went through to get rid of my totalled car a couple years ago. I had to register the car with a totaled title in order to sell it. The registration fee was nearly as much as what the junk yard would give me, minus haul away. Luckily, it was the other drivers fault and his insurance payed out about half of what the car was worth pre collision.

I can't really speak about my experiences with the Commie-inspired DMV systems I've encountered over my 68 years without my blood pressure climbing skyhigh and uttering a string of expletive deletives a mile long. I full well understand Your frustration, mixed with righteous anger.

You'll eventually get to a real person, probably an extremely old clerk who knows all the ins&outs of this particular type of situation, and get the problem resolved to Your satisfaction; but in the meantime, as You note, You are forced to expend an untold number of hours seeking out a solution, wasting Your precious time due to the ineffectiveness and incompetence of government in general.

Just as an aside and in regard to going to check Your new car's emissions, that is a money-grabbing scam all to itself, one which myself and many others fought to have repealed here in Middle Tennessee. We won and no longer have to endure all the hardship placed on us by these Emission Test Centers, that were notorious for showing numerous different results for the very same vehicle within days of one another, if a car failed one day and made a return trip, or two, or three or four.

"Fuckery" __ sometimes a Good Curse Word is the only thing that works to fully describe the situation and one's angst.

I feel Your pain.

Congrats on your pretty Jag. Had to fix one once in that captivating deep blue. Do you know any small (trustworthy) car dealership? They should be able to help you. Not considering the only way to get a car to the emissions test is a tow truck. But then you're through with it. The dealer can buy the car and it will be world easier for these guys to get the vehicle registered. It might be a few more bucks - but no more troubles to get it on the road. Just a thought. I've been working in the automotive industry for a very long time. There are always little doors one can use when the big one's are closed.

I lived in Northern CA for 20 of the best years of my life, until 25 years ago… If your vehicle has a PNO status, there should be some kind of temporary registration good for a day or two that lets you drive it to the inspection site. Can’t remember the name of it but if you contact the DMV of the smallest town you can conveniently reach, they should be able to help. Good luck!

Thanks, Bee! Yes, I was finally able to speak to someone at the DMV. I set up an appointment for this Friday to do the title transfer and registration. They said at that time I can request a one-day driving pass to do the smog check, which I have already scheduled for next week. It's technically a pre-test, so I will need to request a second driving pass for the "official" smog check. More rigamarole, but at least things are moving in the right direction. (And maybe I'll schedule some fun time on the road while I have my day-pass, heehee!)

I'm glad you have good memories of living in California. Recent political nonsense has ruined a lot of people's good vibes here in the Golden State, but I remain steadfast in my appreciation of this beautiful, rugged, and pristine region of the world.

I hate to say this, but there is your problem, right there.

In Queensland (Aus), the Department of Transport states:

"Types of written-off vehicles

There are 2 classifications of written-off vehicle: statutory and repairable.

A statutory write-off is a vehicle that’s been assessed as a total loss with damage too severe to be repaired and returned to the road.

The vehicle identification number (VIN) is recorded as a statutory write-off in a written-off vehicle register, and the vehicle can’t be re-registered in Queensland or any other Australian jurisdiction, even if repaired. These vehicles are suitable only for parts or scrap metal.

Any section of the statutory written-off vehicle that contains the Vehicle Identification Number stamping (VIN or Chassis number) cannot be used.

In the case of body on frame vehicles. The chassis of a statutory write-off cannot be re-used to build or repair another vehicle due to the potential damage to its structural integrity.

A repairable write-off is a vehicle that’s been assessed as a total loss but doesn’t meet the criteria for a statutory write-off.

The VIN is recorded as a repairable write-off in a written-off vehicle register and the vehicle may be re-registered after it:"

Maybe something similar is in effect where you live. Statutory write-offs cannot be resold, to stop stolen cars being resold again. This may be the case with your vehicle.

A car dealership was selling a brand new hybrid Toyota Rav 4, that had very minor damage from an incident in the showroom. It was a tiny fraction of the original cost, but was clearly labelled as a statutory write-off. Now someone unaware of what that meant might buy the vehicle, but be unable to re-register anywhere in Australia. The only value is in spare parts.

Even if buying a currently registered vehicle, one should not take the dealers or sellers word on the condition. It is worth paying for an inspection by your local automobile association (in Qld it is RACQ). They go over the vehicle and give you a very accurate picture of the vehicle, and is well worth the fee. A friend was looking at a car a few years back that was interstate, advertised by a dealer as a 4WD. He got the check done and found out the vehicle was not a 4WD. There was an issue with the tinting that was a safety issue (not apparent in photos, or disclosed by the dealer) and some other issues. Needless to say he didn't purchase the vehicle, and was saved a lot of frustration and expense.

It really is 'caveat emptor', when buying second hand anything, but especially high cost items. Did you contact the sellers to discuss the issue with them at all?

Thank you, Janey. In California, "planned non-operational" (PNO) simply means the vehicle will be stored and not driven on government roads. This car is in fine condition. The problem is all the steps to removing the PNO status, then insuring, then registering (and hopefully not having to smog check it).

Again, unfortunately, corporations have been so successful in avoiding tax, whilst also receiving generous tax-payer funded ‘grants’. So the state has to try and get money to operate from somewhere.

So, right in line with ‘user pays’ capitalism, the end user bears the cost of corporations shirking their social responsibility. They should be banned, this is an example of hidden socialised costs.

Also, because Klaus Schwab was so successful getting governments to sign up for public-private-partnerships, costs on these projects has skyrocketed, because of the profit motive required for corporate participation.

We enrich these same corporations when we consume their products, most of which we don’t even really need. We have forged these chains, we need to break them.

Hopefully, the cost of getting the car on the road won’t end up adding too much to the overall cost of the vehicle. It is a lovely car, and I’m sure driving it will be a blast.

I feel differently. A.I. is training US. If you look into the sky mechanics that have been documented for eons & ancient A.I. ... there's no doubt about who is running this place.

They have robots that can fight Sameri(sp?) style with swords since decades ago...yet they want us to believe that people doing tic tok dances are training A.I. for movement in the 2020s?? Just sayin.

They give us linear & clunky tech to keep us frustrated & occupied so we don't seek out whatever it is they are hiding. Just my opinion.
